威廉希尔新区支持总部经济发展优惠政策(政策实施、监督管理、附则)

  • 第十一条 建立威廉希尔新区促进总部经济发展联席会议制度,统筹协调制定本政策相关实施细则,及时研究解决政策实施中的有关问题。
  • 第十二条 设立威廉希尔新区总部经济发展专项资金,与财税贡献挂钩的奖励支持政策在总部经济发展专项资金列支,各新城管委会遵照执行。
  • 第十三条 享受购房补贴的办公用房,在购房 10 年内不得出售、出租或改变用途;享受购房补贴的高管、技术人才自用住宅,任期内不得对外出售。企业、个人享受相关政策之前应向管委会提供相关承诺书。违反规定的,责令退回已获得的全部补助,并按照当时人民银行挂牌定期同档存款利率支付利息。
  • 第十四条 总部企业按本优惠政策申请建设总部大厦的,其自用建筑面积原则上不得低于总建筑面积的 70%,对于规模大、产业带动性强的总部企业,可将部分建筑面积用于引进市外产业链配套企业入驻,但自用建筑面积不得低于总建筑面积的 60%。
按本优惠政策申请建设的总部大厦,其自用建筑面积自竣工验收之日起 10 年内不得转让。
  • 第十五条 经认定的总部企业涉及变更名称、变更注册资本以及公司合并、分立、解散、清算等重大事项的,应及时通报管委会。
经认定且申请各项奖励的总部企业,应承诺在新区经营期限不少于 10 年,并且十年内不得减少注册资本,如果违背承诺,将被责令退回已获得的全部补助,并按照当时人民银行挂牌定期同档存款利率支付利息。
  • 第十六条 对经管委会认定的总部企业如可享受其它各类优惠政策的,就高兑现,但不得重复享受。单个企业享受财政奖励、税收补贴、房屋补贴、人才奖励等扶持资金总额,前三年内以企业缴纳税收地方留成部分的 80%、60%、30% 为限,奖励资金的分担比例由管委会另行发文明确,最高不超过 5000 万元。
第十七条 自公布之日起施行,由威廉希尔新区管委会负责解释和修订。Article Eleven: The joint conference system promoting the headquarters economic development in Xixian New Area should be established to plan and coordinate the relevant implementation details of the plan as a whole, and timely research and solve the relevant problems in the policy implementation.Article Twelve: The special funds of the headquarters economic development in Xixian New Area should be established,which includes the incentives and support policy that related to finance and tax contribution, and each Administrative Committee of the New Area should abide by the rules.Article Thirteen: Office occupancy that enjoys the purchase subsidy shall not be sold, rented or put to other uses within 10 years of purchase; The senior management and technical personnel who enjoy the purchase subsidy shall not be allowed to sell their residence during their terms of office. Enterprises and individuals shall provide the relevant undertakings to the Administrative Committee before enjoying the relevant policies. Whoever violates the provisions shall be ordered to refund all subsidies that have been obtained, and to pay the interest as the nominal rate of time deposit of Peopleit est as the no at the time.Article Fourteen The self-used building area of the headquarters enterprise that enjoys the preferential policy to build the office building, in principle, should be no less than 70% of total building area. The large headquarters enterprise with strong industrial promotion capacity, can use partial building area to attract the supporting enterprise of industrial chain outside of the city to settle down, but the self-used building area should be no less than 60% of total building area.The self-used building area of headquarter building constructed according to this preferential policy shall not be transferred to others in 10 years since the date of final acceptance check.Article Fifteen: The accredited headquarters enterprise that involves in the change of name, change of registered capital,merger, division, dissolution and liquidation and such major matters, should timely report to Administrative Committee.The accredited headquarters enterprises that applied rewards shall undertake to operate in the New Area for a period of not less than 10 years, and shall not reduce its registered capital within 10 years. Any enterprise that breaks the promise shall be ordered to refund all subsidies it has obtained, and pay the interest as the nominal rate of time deposit of People’s Bank of China at the time.Article Sixteen: If the accredited headquarters enterprise by Administrative Committee can enjoy other preferential policies,the incentives can be distributed as the highest standard only for once. The total amount of one enterprise that enjoys financial reward, tax subsidy, housing subsidy, talent reward and such support funds shall be limited by 80%, 60% and 30% of the locally retained tax revenue paid by the enterprise in the first three years, the sharing proportion of rewards shall be specified in other document by Administrative Committee, which shall be no more than 50 million Yuan.Article Seventeen: The policy is implemented since the day of publishing, which shall be explained and revised by XiXian New Area Administrative Committee.
