（一）总部开办奖。总部企业按照实缴注册资本及管委会认定的履行职能范围给予一定的补贴，见表 2。表 2 总部开办奖对全区产业带动和综合贡献特别重大的总部企业，经管委会个案审定可给予特别奖励，单个企业开办奖励金额最高不超过 5000 万元。以上开办奖励资金自认定为总部企业年度起，分 3 年按 40%、30%、30% 的比例兑现，每年的兑现时间为该企业被认定为总部企业的日期向后延期一个月之内。（二）效益贡献奖。经认定的总部企业，自认定满三年之后有资格申请效益贡献奖。总部企业年缴税总额新区留成部分较以前最高年度增长的增量部分，按 50% 予以企业奖励。单个企业最高不超过 1000 万元。连续 3 年、5 年获得效益贡献奖的总部企业，分别另一次性给予 1000 万元、2000 万元奖励。奖励资金用于在新区企业的技术研发更新、扩大生产规模、固定资产投资、人力资源开发等。（三）注册增资奖。对已认定的总部企业，自认定当年起，增资 2 亿元（含）以上的，按照该企业增资次年纳税地方分成部分相对前一年度增量的 50% 给予一次性奖励，最高不超过 1000 万元，由两级财政按照留成比例分担。增资 1 亿元（含）以上 2 亿元以下的，按照该企业增资次年纳税地方分成部分相对前一年度增量的 50% 给予一次性奖励，最高不超过 500 万元。（四）区域投资奖。总部企业在威廉希尔新区新增重大基础设施建设、固定资产投资、关键性技术更新等投资，按投资额予以奖励，奖励标准见表 3。表 3 区域投资奖励标准（五）办公用房补贴。经认定的总部企业，拟购置总部自用办公用房（不包括附属设施和配套用房）的，自认定之日起，按购房价格 5% 的标准给予一次性补贴，单个企业最高不超过 1000 万元，补贴分五个年度每年 20% 返回，返还时间为购房日期向后延期一个月内。在新区无自有办公用房的，由所在新城管委会按机构规模提供免费办公场所，在企业不再次对外出租或变更用途的条件下，3 年内免房租。威廉希尔新区政务服务中心将总部企业纳入政务服务绿色通道，简化办事程序，严格按照工作流程，落实专门联系人对口服务，正式接到企业需求之时起 1 个工作日内主动服务，企业反映问题 1 个工作日内回复，需要落实的措施 3 个工作日完成。经认定的总部企业，申请联合或独立建设总部大厦的，需按照国家规定取得土地使用权并缴纳地价款，管委会对首次购地建房，且选址符合我区相关规划，分割出售面积不超过 30%，承诺 10 年内不改变用途的，对所缴地价款（含配套费）的 15% 予以一次性奖励，自地价款缴纳完成之日起一个月内发放到位。总部项目入驻服务业聚集区的，同时享受服务业聚集区相关优惠政策。经认定的总部企业，海关和出入境检验检疫部门为其进出口货物提供通关便利。总部企业在威廉希尔新区保税物流园区设立物流仓库和分拨中心，进行物流整合的，海关、外汇、出入境检验检疫等部门对其实施便利化的监管措施。总部企业高级管理人员、技术人才（经企业自身认定符合条件的），按照有关规定享受人才优惠政策和便利措施：（一）突出总部企业人才奖励。本政策规定的总部奖励补贴资金（效益贡献奖、注册增资奖、区域投资奖）的 20％须由企业奖励给高级管理人员（指董事长、副董事长、总经理、副总经理、财务负责人、上市公司董事会秘书和公司章程规定的其他高级管理人员）。本政策规定的总部奖励资金（效益贡献奖、注册增资奖、区域投资奖）的 10％须由企业奖励给专业人才（指具有副高级以上专业技术资格、高级技师职业资格、博士以上学位的专业骨干人员或其他具有较高专业素养、贡献突出的人才）。人才奖励主要用于个人业务创新、房租补贴、学习培训等支出。（二）经认定的企业高级管理人员和技术人才享受以下补贴，具体数额参照个人所得税缴纳额，补贴期为 5 年，见表 4，返还时间为每年 1 月份。表 4 个人补贴标准（三）总部企业高级管理人员、技术人才可优先入住新区公寓，并享有 10 元 / 平方米 · 月公寓租赁补助，补贴期限为 3 年；在新区购买自用住宅（限首套），可按住宅购买合同价格的 10% 给予一次性补贴，补贴金额不超过 10 万元。本项奖励每个企业可申报人数 =实收资本 ÷ 收资本项万元，所申报人员职级应处于企业员工职级的前 10%。（四）总部企业高级管理人员、技术人才。除执行西安市现行户籍政策外，家属（含按规定随迁的配偶、未成年子女）可优先办理威廉希尔新区常住户口调动手续和威廉希尔新区人才居住证，人才认定条件参照上款。（五）新区两级管委会将按照有关规定，通过“租、售、补”等方式对其符合条件的职工实施住房保障。总部企业就近提供公共租赁住房房源，保障企业职工住房需求。Article Six: Financial Incentives(I) Headquarter Establishment Reward. The headquarters enterprise shall be subsidized according to the paid-in registered capi-tal and the scope of functions as determined by the Administrative Committee, as shown in Table 2.Table 2 Headquarter Establishment RewardSpecial rewards may be granted to the headquarters enterprises that have made particular significant contributions to industry promotion and comprehensive contribution of the Area, and the maximum amount of awards for individual enterprise establish-ment shall not exceed 50 million Yuan, as determined by the case-by-case examination and approval of the Administrative Com-mittee. Since the accreditation year of the headquarters enterprise, the above establishment reward shall be cashed in as the pro-portions of 40%, 30% and 30% in three years. The payment time of the year shall be one month later than the date when the ente-prise is accredited as the headquaters enterprise.(II) Benefit Contribution Reward. The accredited headquarters enterprise shall be eligible to apply for the Benefit Contribution Reward after three years of accreditation as headquaters enterprise. The enterprise shall be rewarded by 50% of the incremental portion of its total annual tax payable that is retained in the New Area, which is higher than that of the previous year. The reward for an individual enterprise shall not exceed 10 million Yuan. For the headquarters enterprises that have won the Benefit Contribu-tion Reward for 3 and 5 consecutive years, another lump-sum of 10 million Yuan and 20 million Yuan shall be granted to the enter-prises, respectively. The incentive funds are used for the technological research and development and renewal, expansion of pro-duction scale, fixed asset investment and human resource development in the New Area.(III) Registered Capital Increase Reward. If, from the year of accreditation, the accredited headquarters enterprise has increased its capital by more than 200 million (200 million included), comparing with the local retained portion of paid tax in the previous years,according to 50% incremental portion of the local retained portion of paid tax in the following year of registered capital increase, a lump-sum reward shall be granted, and the maximum reward shall not exceed 10 million Yuan, which shall be shared by Depart-ment of Finance of two levels in proportion to the retained ratio. For the accredited headquarters enterprise whose capital is increased by more than 100 million (100 million included) and under 200 million Yuan, comparing with the local retained portion of paid tax in the previous years, according to 50% incremental portion of the local retained portion of paid tax in the following year of registered capital increase, a lump-sum reward shall be granted, and the maximum reward shall not exceed 5 million Yuan.(IV) Regional Investment Reward. The headquarters enterprises will be rewarded with investment in the construction of major infrastructure, fixed asset investment and key technology re newal in Xixian New Area. The reward criteria are shown in Table 3.Table 3 Regional Investment Reward Criteria(V) Subsidies for Office Occupancy. If the accredited headquarters enterprise intends to purchase its own office occupancy (ancil-lary facility and ancillary housing excluded), it shall, as of the accreditation date, be granted a lump-sum subsidy as 5% of the purchase price. The maximum amount of subsidy shall not exceed 10 million Yuan for a single enterprise. The subsidy shall be returned to each year for 20% of the five years, and the time of return shall be within the next month after the purchase date. If there is no office room in the new district, the office space shall be provided free of charge by the Administrative Committee of New Area according to the size of organization. The rent shall be exempted within three years under the condition that the enterprise does not rent out the property, or change the use purpose of the property.Article Seven: Government Affairs ServicesGovernment Affairs Services Center of Xixian New Area brings the Headquarters Enterprises into green channel of government services, simplifies the procedure, and implements the specialist counterpart service strictly according to the work procedure.Within 1 working day of receiving the demand of enterprise, the Center shall actively provide services, reply the enterprisesid in the next year of capital increase by the enterprise,stered capital increase, a lump-sum rewa.Article Eight: Land supply and construction supportThe accredited headquarters enterprises that apply for the joint or independent construction of head office building, need to obtain the land use right and pay off the land price according to the state regulations. For the enterprise that purchases the land for building construction for the first time, whose site selection conforms to the related planning in the Area, who shall not divide and sell over 30% of the land, and shall promise that the application of land shall not be changed, Administrative Com-mittee shall grant a lump-sum reward as 15% of the paid land price (supporting facility cost included), which shall be graned within one month from the date of complete payment of land price. The headquarters enterprises that station in the service industry clusters area, shall also enjoy the relevant preferential policies of the area at the same time.Article Nine: Logistics supportThe custom and entry-exit inspection and quarantine departments shall facilitate customs clearance of goods import and export for the accredited headquarters enterprises.The custom, foreign exchange department and entry-exit inspection and quarantine department shall implement convenient regulatory measures for the headquarters enterprises who establish logistics warehouses and distribution centers in the Bonded Logistics Park of Xixian New Area to conduct logistics integration.Article Ten: Talent supportThe senior management personnel, and technical personnel (who have been accredited by the enterprise to be qualified) of the head-quarters enterprises shall enjoy the talent preferential policies and convenient measures in accordance with relevant provisions:(I) Outstanding Headquarters Enterprise Talent Reward. 20% of subsidy funds of headquarters enterprise rewards (Benefit Contri-bution Reward, Registered Capital Increase Reward and Regional Investment Reward) specified in this policy shall be distributed by the enterprise to the senior management personnel (refers to President, Vice President, General Manager, Deputy Manager,Finance Director, Board Secretary of the listed company, and other senior management personnel stipulated in the Articles of Association).10% of headquarters enterprises reward funds (Benefit Contribution Reward, Registered Capital Increase Reward and Regional Investment Reward) specified in this policy shall be distributed by the enterprise to the professionals (refers to the professional backbones with sub-senior professional technology qualification and above, senior technician professional qualification, and doctorpolicy shall babove, or other talents with high professionalism and outstanding contribution). The talent reward is mainly used for personal professional ability innovation, rent subsidies, learning and training and such expenditures.(II) The accredited senior management personnel and technology personnel of the enterprises enjoy the following subsidies, the detailed amount of which refers to the payment amount of individual income tax. The subsidy term shall be 5 years, as shown in Table 4, and the refund time shall be January each year.Table 4 Individual Subsidy Criteria(III) The senior management personnel, technology talents of headquarters enterprises can enjoy the preferential accommodation in the New Area and the rent subsidy 10 Yuan/square/month, and the term of subsidy shall be 3 years; The housing for own use (only the first housing) purchased in New Area shall be granted a lump-sum subsidy as 10% of purchase contract price, which amount shall not exceed 100 thousand Yuan. The number of staff who is eligible to apply for this reward in each enterprise =paid-in capital ÷en million Yuan, and the rank of applicant should be in top 10% of the staff rank in the company.(IV) Senior management personnel and technology talents of the headquarters enterprises. In addition to the existing household registration system, the family members of above personnel (the trailing spouse and underaged children according to the regula-tions included) have priorities to go through the formalities of permanent residence transfer in Xixian New Area and the residence permit of Xixian New Area. The qualification of talent accreditation shall refer to the precding paragraph.(V) The two levels of Administrative Committee of the New Area shall, in accordance with relevant provisions, implement housing security for its eligible employees through means as hrough means asditions byant ttee ，保障企业职工住房需求。ce on syss shall provide public rental housing source nearby, safeguards the housing demand of enterprise staff.
